I read on sixdegreesfromdave that Zoominfo have published Shally Steckerl's "Guide to Working With Passive Candidates". It's free to register and download.
The four page PDF is written from the perspective of a corporate recruiter (not a agency/consultancy recruiter) but I think it's worth a read for anyone wanting a little help utilising passive candidate leads.
